Le projet

The Baixada Santista metropolitan region comprises 9 municipalities with a population of around 1.9 million. It is one of Brazil’s most important metropolises, thanks to its port, industrial and tourist activities.

The region concentrates large flows of goods linked to industrial and port sites, large volumes of commuter traffic generated by economic activity and the many educational establishments in the conurbation, and high numbers of visitors during the tourist season.

This overlapping of uses, combined with growing reliance on the private car, is putting considerable pressure on the road network, which is experiencing chronic saturation problems.

In this context, the objectives of the mission are :

  • draw up a Sustainable Urban Mobility Plan (SUMP) for 2040, enabling :
    • reduce the use of private cars,
    • encourage the use of alternative modes of transport (public transport by land or sea, cycling, walking, etc.)
    • improve traffic conditions (safety),
    • develop a more sustainable organization of logistics and goods flows
  • strengthen the capacities of local experts within the structures in charge of mobility.

Nos missions

The project was carried out in line with the Mobilize Your City approach and the associated methodological reference framework. The mission was organized into 5 modules:

 

Module 1 – Diagnosis: data collection, counting and survey campaigns, analysis and assessment of current situation, benchmarking of international PMUDs ;

 

Module 2 – Prospective approach: Definition of a vision and strategic objectives, followed by the development of long-term scenarios, all using a participatory approach (2 workshops with mobility stakeholders).

Module 3 – Action plan and financing

 

Module 4 – Setting up a cross-functional participatory process throughout the process (stakeholder mapping, citizen and institutional workshops, communication, forum, etc.) ;

 

Module 5 – Finalization of the document and implementation of monitoring, reporting and verification (MRV) tools.

 

Module 1 also included the development of an agglomeration-wide travel model (using TransCAD).
