The opening of a Regional Express Train (TER) line will considerably change the transport habits of Dakar’s 3 million inhabitants: faced with traffic jams, they are demanding reliable service to the capital’s outskirts. Not only will this line serve a total of 14 stations and rest areas on the outskirts of the capital, via the new town of Diamniadio, it will also provide a fast, half-hour service to the new Blaise Diagne international airport. In total, one departure with a minimum peak interval of 5 minutes on the 55 km line. The project is divided into two phases: the first from central Dakar to Diamnadio (37 km) is scheduled for completion in 2020, while the second between Diamnadio and AIBD airport (18 km) will be completed in 2021.

- Travail avec obligation de maintien du trafic actuel (nombreux trajets domicile/travail et ligne principale reliant le Mali à l’océan pour acheminer le fret au port de Dakar)
- Demande présidentielle pour respect du délai et exigence très forte en vue de élections
- Synthèse entre les marchés très compliqués car absence d’une MOE globale
