Le projet
SAG – Société Autoroutière du Gabon (Olam Arise & Meridiam) has signed a public-private partnership (PPP) in 2019 with the government of the Gabonese Republic for the 30-year concession of the link between Libreville and Franceville, known as the “Transgabonaise”.
Setec was commissioned to draw up a Detailed Project Report and design-build tender documents for the rehabilitation and upgrading of 828km of road, according to the following phasing:
- Phase1:
- 80 km of two-lane national road from kilometre points 24+500 to 105+000 on Route Nationale 1 ( RN1) and,
- 50km of national road along Route Nationale 3 from the village of Mikouyi (junction of Route Nationale 6 with RN3) towards Libreville.
- including traffic and revenue studies on the Transgabonaise between Libreville and Franceville.
- Phase 2: 337 km on RN3/RN2 between Alembé and Mikouyi (50 km point phase 1)
- Phase 3:
- PK0 to PK24 on the Libreville road
- 135Km from PK105 (RN1) to Alembé (RN3)
- 192Km on the RN3 between Mikouyi and Franceville
- 10 Toll plazas (total design)

- Management and execution of field campaigns: topography, geotechnics, hydraulics, traffic and weighing,
- Preliminary design of the development including the following components:
- Rehabilitation of roadway and platform
- Rehabilitation of hydraulic structures and longitudinal drainage,
- Signage and safety equipment
- Barriers and toll systems
- Maintenance and operation center
- Longitudinal improvements in residential areas (parking lots, sidewalks, etc.),
- Cross-functional assistance missions:
- Diagnosis of existing engineering structures
- Toll weighing study

- Maintenance and operation strategy
- Participation in ministerial decision-making bodies
- Preparation of design-build contracts (FIDIC SILVER BOOK)
