Le projet
At the instigation of the mayor of Quebec City, a working group on sustainable mobility prepared a Sustainable Mobility Plan “for living and getting around”, made public in November 2011.
Under the terms of the document officially published in January 2012, Quebec City expressed its intention to implement a plan whose main objective is to double the modal share of public transit by 2030 to 20% of all trips.
The introduction of a tramway system is one of the key measures.
The main objectives of the study initiated by the RTC of Quebec City and Lévis are as follows:
- Specify the nature of the project, and evaluate its costs and impacts, representing them in terms of advantages/disadvantages.
- Build consensus on the main features of the project,
- To be able to decide whether or not to continue the project,
- To provide a basis for further study of the strategic assessment as part of the procedure launched by the Quebec government’s Treasury Board.

- Analysis of current demand in terms of volumes, origins-destinations, modal shares and trends
- Analysis of current supply (cars and public transport)
- Traffic modeling :
- Modal split and supply matrices by mode,
- Development of a TC model in TransCad, calibration,
- Proposed restructuring of public transport networks in the future, with and without a tramway
- CT traffic forecasts for future horizons
